Ontario Moves to Step Three of Roadmap to Reopen Tomorrow
Based on province-wide vaccination rates and continuing improvements in key public health and health system indicators, the Ontario Government will move the province into Step Three of its Roadmap to Reopen at 12:01 a.m. on Friday, July 16, 2021.
“Although we are thrilled to make another step forward, the very real threat of circulating COVID-19 variants still remains and it is of the utmost importance that everyone takes action now to protect themselves, their families and the communities they love through vaccination,” says Jaime Fletcher, Program Manager at Southwestern Public Health. “Our teams and our health system partners are ready to welcome anyone who may have been hesitant to start a vaccination series or who are waiting to complete the series ahead of schedule. Please don’t delay.”
Step Three of the Roadmap focuses on the resumption of additional indoor services with larger numbers of people and restrictions in place.
Highlights from Step Three include:
- Outdoor social gatherings and organized public events for up to 100 people
- Indoor social gatherings and organized public events for up to 25 people
- Indoor dining with no limits to the number of patrons per table
- Retail with capacity limited to ensure physical distancing
- Indoor religious services, rites or ceremony gatherings with physical distancing
- Indoor sports and recreational fitness facilities with capacity limits
- Personal care services with capacity limited to ensure physical distancing
- Museums, casinos and bingo halls with capacity limits
- Cinemas, concert, theatres, and other performing arts venues with capacity limits
- Indoor food or drink establishments where dance facilities are provided, including nightclubs and restobars, permitted up to 25 per cent capacity or up to a maximum limit of 250 people (whichever is less).

The province will remain in Step Three of the Roadmap for at least 21 days and until 80 per cent of the eligible population aged 12 and over has received one dose of a COVID-19 vaccine and 75 per cent have received their second, with no public health unit having less than 70 per cent of their eligible population aged 12 and over fully vaccinated.
As of July 13, 76% of eligible residents have received at least one dose of a COVID-19 vaccine and 46.8% are fully immunized within the Southwestern Public Health region.
