New roadmap sets direction for public health priorities across Oxford County, Elgin County, and the City of St. Thomas
Southwestern Public Health unveils new five-year strategic plan
Southwestern Public Health (SWPH) has launched its 2025–2029 Strategic Plan an ambitious, community-informed roadmap that will guide the organization’s priorities over the next five years.
"It is the role of the Board of Health to set the course for the organization through a strategic plan," says Bernia Martin, Chair of the Board of Health. "With strong input from staff and the community, we are proud to approve a plan that reflects local priorities and charts the path for the next five years."
The five-year plan reflects lessons learned through a global pandemic, shifts in population health, and a continued need for equity, innovation, and organizational readiness.
“This plan is five years, three priorities, and one vision for a healthier, more vibrant community. It is not just about where we’re going, it’s about how we’ll get there together,” says Cynthia St. John, Chief Executive Officer. “We will focus energy on the areas of greatest need, while honouring the values and insights of the people and communities we serve.”
Developed through robust engagement with staff, partners, community members, and the Board of Health, the new strategic plan is grounded in local evidence and shared values. It identifies three core areas of focus:

Population Health: Addressing existing and emerging infectious diseases, prioritizing mental health and substance use prevention, and advancing health equity.

Service Excellence: Strengthening partnerships, improving client experiences, and adopting innovative and data-informed practices to deliver high-quality public health services.

Organizational Resilience: Fostering a leaderful culture, ensuring future readiness, and building a healthy, engaged workforce.
The health unit is also deepening its commitment to evidence-informed decision making through this plan, with measurable goals tied to each area of focus.
“We’re entering the next five years with clarity, enhanced purpose, and a strong foundation,” says Dr. Ninh Tran, Medical Officer of Health. “This plan equips us to remain agile and act with urgency where needed, but also to plan for long-term, sustained health improvements in our region.”
Staff across Southwestern Public Health have already begun aligning their work to the new plan. An internal rollout began in June 2025 and included workshops, resources, and discussions to ensure every team member understands how their work connects to the bigger picture.
