Project Phases

Understand the different key phases of this project and anticipated timelines for each stage.

After merging Elgin-St. Thomas Health Unit and Oxford County public health in 2018, limitations were identified of operating public health services from three separate buildings in Woodstock: 410 Buller Street, 93 Graham Street, and a leased dental space at the Oxford County Community Health Centre. Work to explore relocation options was paused in 2020 to prioritize Covid pandemic response.

In 2023, the SWPH Board of Health established the Special Ad Hoc Building Committee to conduct a needs assessment for space requirements, and explore options to deliver public health services more efficiency in Oxford County. The committee reviewed multiple options, including new builds, build-to-lease opportunities, and several properties available to retrofit.

In October 2026, the Board decided to proceed with a plan to renovate approximately half of the available tenant space at 712 Peel Street in Woodstock for public health use, based on location, functionality, and value.

Timeline: 2020 (paused to prioritize pandemic response); resumed January 2023-October 2026

An open tender was issued to inform a budget associated with renovating 712 Peel Street for public health use. The health unit emphasized a need to align with the Buy Ontario Procurement Directive, and prioritized financial stewardship. The Board of Health evaluated and awarded the tender to Graceview Enterprises in Belmont, Ontario, due to cost efficiencies, timeline, and its commitment to 95% Ontario and Canadian goods and services in alignment with the Buy Ontario Procurement Directive.

Renovations are anticipated to begin in November 2026 and continue through summer 2027. Updates will be shared as renovation construction stages are finalized.
